Outputs of the seventeenth dialogue session in Tirbespiyê



Ezdina Organization held its seventeenth dialogue session at the Yazidi House in the city of Tirbespiyê/Al-Qahtaniya within the project “A Constitution That Protects Us” on June 14, 2021.


Facilitator:
The session was moderated by Dr. Abeer Hassaf


Participants:
14 women and men from representatives of religious and national minorities in the town of Tirbespiyê/Al-Qahtaniya participated in the session, according to the following ratios:

  • Ibrahim Bahdi - Yazidi personality
  • Seif El-Din Khalil - Activist
  • Yousef Elias - Member of the Senate in the town of Tirbespiyê
  • Abdul Baqi Hamza - Member of the Public Relations Office of the Syrian Democratic Council 
  • Birola Youssef - Member of the Syriac Union Party
  • Adeeb Shabo - Member of the Syriac Union Party

Falamaz Gharibo, member of the Yazidi Federation in Germany, also participated in the dialogue session, via the “Zoom”, as an honor guest.

Main topics of the session:
  • Geneva conferences on solving the Syrian crisis.
  • The importance of the political process in Geneva.
  • Security Council Resolution 2254.
  • The Syrian Constitutional Committee in Geneva.
  • The role of the constitution in protecting minorities.

The facilitator began her talk about the nine Geneva conferences and their results in detail, then the door was opened for discussion, consultations and questions by the participants and participants, and all questions were answered by the facilitator of the session.

Then
Falamaz Gharibo joined the session via the Zoom, a member of the Yazidi Federation in Germany.

Gharibo talked about 13 unfair articles against the religions and components existing in the Syrian constitution.

Gharibo pointed to the great exclusion that occurred against the Yazidis as a religion in Syria, despite the presence of a article in the Syrian constitution that emphasizes respect for all religions and cultures.

During the session, Gharibo presented several proposals on drafting the Syrian constitution, including:
  • Establishing the rights of national and religious minorities in the constitution.
  • Involvement of a representative of the Yazidis in the constitution committee.

In the second axis, a member of the Constitutional Committee, Dr. Dorsen Oskan, talked about the establishment of the Constitutional Committee and the drawbacks on the representation of the Committee, in addition to talking about the main reasons for the failure of the Constitutional Committee in its work so far.

Then the discussion was opened between the participants and a member of the Constitutional Committee, Dr. Dorsen Oskan to address the most important objectives of the Constitutional Committee and how to form it.

For her part, the session facilitator, Dr. Abeer Hassaf, spoke about the establishment of the Constitutional Committee and the drawbacks of representing the Committee, in addition to talking about the main reasons for the failure of the Constitutional Committee in its work so far.

Then the session facilitator divided the attendees into two groups to develop and discuss a set of recommendations and proposals, to arrive at several general proposals that were agreed upon by all participants.

At the conclusion of the dialogue session, the attendees agreed on a set of recommendations and proposals to be submitted to the Syrian Constitutional Committee, which included:
  • The constitution guarantees the rights of all components and religions.
  • Religious, national, racial, ethnic and cultural pluralism and protection of the rights of all.
  • Preserving and defending women's rights, as well as the rights of the family and childhood.
  • The state to be a citizen state under a law that affirms rights and duties.
  • Human life is protected according to international law.
  • Writing a new modern constitution that corresponds to the current stage, and the liberation of the occupied Syrian regions as an essential item
  • The separation of religion from the state.
  • Democratic Autonomous Administration is the best form for the current stage in Syria.
  • The system of government is decentralized, democratic, secular.
  • Existence of supra-constitutional principles.
  • Transitional Justice.
  • Ensuring citizenship rights for all Syrian components.
