Outputs of the fifth dialogue session in Qamishlo

The Ezdina Organization held its fifth dialogue session in its office in the city of Qamishlo/Qamishli within the project "A Constitution That Protects Us", as the session started at 11:00 and ended at 15:00.

The session was moderated by Dr. Dorsen Oskan, a member of the Syrian Constitutional Committee, and lawyer Omar Ali.


Fifteen political leaders, representatives of political parties and independent politicians in the North and East of Syria participated in the session.
  • The leader of the Kurdish Democratic Progressive Party in Syria, Ahmad Suleiman.
  • The leader in the Syriac Union Party in Syria Sanhrib Barsoum.
  • The independent politician Marwan Akil.
  • The Yazidi activist Hadiya Shamo.
  • The leader in the Conservative Party, Akram Mahshoush.
  • The leader in the Kurdistan Yekiti Party, Abdul Samad Khalaf Biro.
  • The member of the Kurdistan Democratic Party-Syria, Mohammad Ismail.
  • The independent politician Hikmat Mohammad.
  • The leader of the Kurdish Democratic Union Party in Syria (Yekiti) Mustafa Mashayekh.
  • Leader in the Democratic Left Party Fadel Moussa.
  • A member of the Kurdistan National Congress, Akram Hasso.
  • The leader of the Kurdish Democratic Party in Syria (Al-Parti) Nasreddin Ibrahim.
  • Vice-Presidency of the Executive Council in the Autonomous Administration Badran Ciya Kurd.
  • The member of the Kurdistan Democratic Party-Syria, Mohsen Taher.
  • The independent politician Hussein Azam.

Representatives of political parties and independent politicians from various national backgrounds in the region participated in the session, and they contributed to enriching the session through their participation, and the national distribution of attendance at the session was as follows: Kurds 79% - Syriacs 7% - Arabs 14%

  • Geneva conferences on resolving the Syrian crisis.
  • The importance of the political process in Geneva.
  • Security Council Resolution 2254.
  • The Syrian Constitutional Committee in Geneva (its components - actions - activities - decisions).
  • The role of the constitution in achieving political representation.

The dialogue session started with welcoming the participants by the facilitator and the member of Ezdina's media office Avin Sheikhmous, followed by a speech by the member of Ezdina's board of direcors, Masoud Aqil.

The facilitator began discussing the nine Geneva conferences, the in the second axis, Dr. Dorsen Oskan, spoke about the Constitutional Committee and its mechanism, then began to open the door for discussion between the participants, about new opinions and ideas to develop the work of the Constitutional Committee.

Session results:
Some of the participants in the session suggested a set of recommendations and proposals, which are as follows:

The recommendations of Mr. Ahmad Suleiman, a leader in the Kurdish Progressive Democratic Party in Syria:
  • Working on the political consensus between the political and social forces in Syria.
  • Providing a political climate to reach the possibility of writing the constitution through international agreement on the form of a political solution
  • Reducing regional interference in Syria.
  • Holding a general national conference that effectively represents all Syrians, with international assistance, to agree on basic supra-constitutional principles, including:
  1. Form of democracy of the government.
  2. Political, national and religious pluralism.
  3. Ensuring the rights of individuals and components.
  4. Solving the Kurdish issue is a constitutional solution.
  5. Legal elections.
  6. Forming a constitutional committee with legal experts to work within the framework of this political consensus and its basic supremely constitutional principles.

As for the Kurds:
  • Consolidation of the position by unifying the demands of the Kurds in Syria.
  • Working to reach an agreement with the Syrian opposition and protect the rights of Kurds.
  • Providing international support for this agreement and organizing it in the next constitution of Syria.

The recommendations of each of Mr. Mohamed Ismail - Abdel Samad Khalaf Biro - Mohsen Taher
  • Focusing on the Basic Principles of the Constitution: National and Political Pluralism - The Rule of Law.
  • There should be a methodology in the work of the constitutional committee according to international standards.
  • Acknowledgment of the authentic historical existence of the Kurdish people and their legitimate national rights.
  • The name of the state should reflect the pluralism in Syria and not be stained with a single national character.
  • Non-Arabic languages ​​are official languages ​​in areas with a dense population of native speakers, and the Kurdish language is official in Kurdish regions.
  • Islamic legislation is one of the sources of legislation and not the main source.
  • The flag and the state emblem must reflect the national and cultural diversity in Syria.
  • The constitution be a consensual contract that includes supra-constitutional principles.
  • The form of the state should be a federal one.

The recommendations of Ms. Hadiya Shamo: 
  • Guaranteeing the rights of all components and religions according to their customs and traditions.
  • Ensuring women's rights in all fields.
  • Ensuring youth rights.
  • Ensuring the return of refugees.
