
The director of "Kurds Without Borders" Organization, political analyst Kadar Piry, said that there are several points recorded on the Constitutional Committee and UN Resolution 2245, especially with regard to the issue of the absence of parties, specifically northeastern Syria with all its components, and the Kurds in particular from this committee.
Piry’s speech came during his participation via the “Zoom” from France, in the fifth dialogue session held by Ezdina Organization, last Thursday, in the city of Qamishlo/Qamishli within the project “A Constitution That Protects Us”, in the presence of political leaders and representatives of political parties in the northeastern Syria.
Piry clarified that all peace decisions and solutions are based on Geneva Statement No. 1 and UN Resolution 2245, and added that the Resolution / 2254 / consists of 16 articles. Among them (6-7) are duplicate articles that include returning to the Secretary-General of the United Nations regarding proposing an initiative, following up, discussing, expressing an opinion, or giving a periodic report on the discussions.
The political analyst pointed out that the overall disagreement between the opposition and the regime is about Articles 12 and 13, so that each party is stalling in order to improve its military position on the ground, to impose its conditions.
Article 12 of UN Resolution 2254 includes calling on the parties to immediately provide humanitarian agencies, safe and unimpeded access to all parts of Syria through the shortest route, and to allow immediate humanitarian aid to reach all who need it, especially in all regions, and the release of any arbitrarily detained, especially women and children, and the call for the countries of the international team to support Syria to use its influence immediately to achieve these goals, and the demand for the full implementation of resolutions 2139 (2014) and 2165 (2014) and 2191 (2014) and any other applicable decisions.
While Article 13 of UN Resolution 2254 includes a request that all parties immediately cease any attacks directed against civilians, including attacks against medical facilities and personnel, and any indiscriminate use of weapons, including artillery shelling and bombing, and to demand that all parties immediately abide by their obligations under international law, including international humanitarian law and international human rights law, as appropriate.
The director of "Kurds Without Borders" affirmed that Iran, Turkey and Russia who sponsored these agreements tried to exclude the rest of the international parties, including America, because of the policies of Trump.
Piry pointed out that the selection of /150/ people in the committee, including /50/ from the regime, /50/ from the opposition and /50/ as a proposal from the United Nations, has become a matter of contention, as the group that was supposed to be a mediator between the two parties.
During his intervention, Piry pointed out that the countries that support, sponsor and influence the constitution and that determine the people who will attend the seminars to draw up the constitution are Russia, Turkey and Iran, therefore each country or party will definitely give what is in its possession.
Perry added that whom Iran proposes and agrees with with the Syrian regime will definitely not leave the framework of the mulla's regime, who orders, ends and determines everything in Syria, pointing out that the percentage of elections in the Arab world, specifically in Syria, has always been /99.9/ percent.
Piry added that the third and main party that influences the status and identification of these persons and names in the Constitutional Committee, and has a permanent veto regarding the Kurds, is Turkey.
Piry pointed out that the simple space of democracy was lost in Turkey at the time of Erdogan, as the regime turned into a dictatorial presidential system, and as a matter of humor, in the Arab world and in Syria in particular, the election rate was /99.9/ percent, while in Turkey and in the recent AKP conference, /1428/ member out of /1428/ voted for Erdogan, which surpassed the situation in the Arab world and became /100/ percent.
The Kurdish political analyst indicated that within the resolution /2254/ which is based on the Geneva conference and resolution /2249/ confirms international support for the fight against terrorism and terrorist organizations, such as “ISIS” and “Al-Nusra Front” and those associated with them, explaining that who fought "ISIS" and eliminated it are the Syrian Democratic Forces.
Piry added that these forces that fought "ISIS" and their political representatives are absent from decisions /2254/, therefore there is a disagreement in the article itself or a defect in the decision itself because whoever fought these forces must be represented.
Piry pointed out that "Al-Nusra Front", whose name has changed, but its action and content remains the same, is still present in Idlib under Turkish sponsorship and protection, and Turkey has influence in naming representatives of "Al-Nusra Front" by other names, and they are present in Geneva and all conferences.
Piry added that there will be no decision in favorof the persecuted components in Syria, such as the Yazidis, pointing out that the absence of a specific quota in favor of the Yazidis in the constitution of Syria is prejudice to their right.
