
The deputy co-chair of the Executive Council in the Autonomous Administration in North and East Syria, Badran Ciya Kurd, said that the constitution problem is a major part of the Syrian crisis, from the mandate phase to the stage of political instability, through the tyranny of the Baath Party.
Ciya's speech came during his participation in the fifth dialogue session held by Ezdina Organization, last Thursday, in the city of Qamishlo/Qamishli within project "A Constitution That Protects Us", in the presence of political leaders and representatives of political parties in the region of northeastern Syria.
Ciya Kurd explained that several constitutions were formed with an authoritarian character, as all components of the Syrian people were marginalized, pointing to the importance of the political agreement in the region regarding the constitution.
Ciya Kurd pointed out that not taking into account the opinions of politicians in the region and the opinions of the people of all components in general, in addition to the suppression of freedoms, was the reason for the start of the Syrian revolution against the regime's authoritarian and oppressive tendencies, pointing out that this is a natural right of the Syrian people.
The Kurdish politician also added that forming a new constitution that would be a way out for the Syrian people is a correct step, pointing out that Syria needs to form a constitution that protects political, cultural and economic life and regulates all aspects of life by building institutions that protect the rights of everyone in a democratic way.
Ciya Kurd said that the UN Resolution 2254, which included the formation of a constitutional committee to represent all Syrians with their various components, was violated, as the constitutional committee does not represent all Syrians, as there are many parties not represented in the committee.
Ciya Kurd added that the will of the Syrian people is not fully represented in the constitutional committee, that the components of northeastern Syria, including representatives of the Kurds, Christians, Yazidis, youth and women, in addition to representatives of other components from other Syrian regions, are not represented in the constitutional committee.
He also indicated that the mechanism for forming the Constitutional Committee does not promise that it will bring about a change in the general situation in Syria, as a result of the understandings between some countries and political interests that have imposed the selection of some people and not others.
Ciya Kurd confirmed that the Constitutional Committee was named through three lists “Regime, Opposition and Civil Society”, but the opposition list does not represent all opposition parties, because the region of northeastern Syria, with its political and military strength and its administration, which forms a strategic part in the region, is not represented in it. This large geography of Syria and this large population of about 5 million people are not represented in the committee, indicating that this is considered a major defect in the work of the committee.
The Kurdish politician added that the civil society list was divided between the regime and the opposition by a decision from countries such as Turkey and Iran, noting that the formation of the Constitutional Committee must be by a decision of the Syrian people.
Ciya Kurd noted that the meetings of Pederson declared their failure, because there are those who want to decide instead of the Syrian people, which is considered a very negative step, adding that the formation of a constitution does not offer the Syrians anything because the Syrians are absent from it.
He explained that the Autonomous Administration is not concerned with any recommendations or outputs of that committee, as they are not represented in it, pointing out that everyone knows that the absence of the Autonomous Administration from the committee was through a veto by Turkey, Iran and the Syrian regime.
Ciya Kurd concluded his intervention, that the constitutional process in this way is stalling the life of the Syrian crisis, and that some countries such as Russia, Iran and Turkey have interests on the Syrian soil that protect them and protect the Baathist regime, pointing out that the UN Resolution 2254 was reduced to the Constitutional Committee. Consequently, the current constitutional process is a failure and to bring about a solution to the Syrian crisis, and that Syria needs a constitution that protects the people's will with all its components.
