
The leader of the Kurdish Progressive Democratic Party in Syria, Ahmad Suleiman, said that the constitution is written when a favorable climate is available for it in Syria, pointing out that the constitution has been suspended until now due to the lack of respect for the constitution and its proper implementation.
Suleiman’s speech came during his participation in the fifth dialogue session held by Ezdina Organization, last Thursday, in the city of Qamishlo/Qamishli, as part of the project "A Constitution That Protects Us", in the presence of political leaders and representatives of political parties in the North and East of Syria.
Suleiman indicated that there is some form of confusion and the lack of clarity of vision, because all the Syrian political parties and international bodies do not have the will for a clear political solution in Syria.
Suleiman added that the birth of the Constitutional Committee was caused by the exploitation of UN Resolution 2254, and the failure of the last Astana meeting was due to the imposition of a unilateral political solution represented by Iran, Russia and Turkey.
Suleiman pointed out that Turkey rejected the names of the Kurdish figures proposed by the opposition delegation to represent them in the Constitutional Committee, also rejected the names of the Kurdish figures proposed to represent them within the civil society bloc as well, pointing out that the reason for the absence of representatives from northeastern Syria in the committee was Turkey.
The Kurdish politician explained that a constitution cannot be written in light of the instability and the continuing war in Syria, noting that the political parties in Iraq agreed on general principles in 2003 during the overthrow of the regime, and a committee of specialists was formed and with the help of political experts to write the constitution.
Suleiman indicated that there will be no political solution if the political parties in Syria do not agree on the general principles, and if the major countries such as Russia and America do not agree to find a political solution.
Suleiman added that it is impossible to write a constitution in the absence of the will of the international powers, pointing out that regional powers are taking advantage of the absence of the international will.
The leader of the Kurdish Progressive Democratic Party emphasized that there must be a political climate in Syria to write a good constitution, pointing out that the Kurds are not represented in the committee.
Suleiman indicated that the Syrian Constitutional Committee has not provided anything to the Syrians so far, and nothing has been reached so far, pointing to the importance of discussing the principles to be agreed upon.
The Kurdish politician considered that the major calamity is that most of the Syrian people have adopted the Syrian regime’s idea of not accepting the rights of the Kurdish people due to the lack of awareness that the Kurds are Syrian citizens and should have rights in the constitution.
Suleiman explained that there is no political awareness among the Syrians as well, as the opposition refuses to represent the Kurds in the committee and refuses to represent the components of northeastern Syria in it, but accepts the representation of the "Al-Nusra Front" in the committee, pointing out that the opposition's position is more negative than the regime's stance towards the Kurds.
Suleiman was surprised that the 70,000 forces that fought terrorism, which control 25 percent of the area of Syria, were not represented in the Syrian Constitutional Committee.
The Kurdish politician concluded his intervention by talking that a person cannot accept a constitution while he is not represented in it, stressing that there must be an international political will and representation for all Syrians to reach a true constitution that satisfies everyone.
